Folders provide a way to organize clauses. Each folder can have many clauses, and each clause can be in many folders.
When you search for a clause in the Library, one of the search methods is browsing through folders and examining the clauses in the folders.
Folders are unique within an operating unit. Operating units that use the Library must create their own folders.
