Every employer who pays employees or retirees in the province of Quebec must register with the Revenu Quebec to obtain a Quebec Identification Number for the organization. Oracle Payroll uses this number as a reference for all tax reporting to the Quebec provincial government. You must set up a Provincial Reporting Establishment (PRE) organization in order to define tax reporting information at the provincial level. Currently, only the province of Quebec requires this definition.
You must establish separate PREs for each combination of Quebec Identification Number and year end tax slip issued.
Example
If you have one Quebec Identification Number and issue RL-1 and RL-2 slips, you must establish two PREs: one for payments that are reported on a RL-1 and another for payments that are reported on a RL-2.
To submit provincial income and source deduction information in magnetic media formats, you must maintain certain data. This data includes identifying the PREs that are serving as transmitters of the media and entering the information required by the MRQ for those transmitter organizations. The MRQ provides a transmitter number that you must enter in Oracle payroll.
For the transmitter PRE, you need to complete all of the Prov Reporting Establishment information.
If the PRE is not a transmitter, complete only the first four fields: Province Name, Province Identification Number, Transmitter (Y/N), and Transmitter PRE. Select the appropriate transmitter from the list of values. The transmitter PRE must already be set up in order for it to appear in the Transmitter PRE list of values.
